SUMMARY
This enactment amends the Telecommunications Act to require the Canadian Radio-television and Telecommunications Commission to make regulations by February 28, 2013 to provide for a universal charger for newly-manufactured cellular phones.

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:
1. The Telecommunications Act is amended by adding the following after section 67:
Regulations
67.1 On or before February 28, 2013, the Commission shall, after consultation with consumers, telecommunications service providers, cellular phone manufacturers and other interested parties, make regulations to provide for a universal charger for newly-manufactured cellular phones.
2. Subsection 69(1) of the Act is replaced by the following:
Pre-publication of regulations
69. (1) Any regulations proposed to be made under section 67, 67.1 or 68 shall be published in the Canada Gazette at least sixty days before their proposed effective date, and a reasonable opportunity shall be given to interested persons to make representations to the Commission with respect to the proposed regulations.
