An Act to amend the Financial Administration Act and the Passport Services Fees Regulations (passports for veterans, members of the Royal Canadian Mounted Police and their spouses or common-law partners, and seniors)
Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

FINANCIAL ADMINISTRATION ACT
1. Paragraph 19.1(a) of the Financial Administration Act is replaced by the following:
(a) by regulation prescribe the fees or charges to be paid for a right or privilege conferred by or on behalf of Her Majesty in right of Canada, by means of a licence, permit or other authorization, by the persons or classes of persons on whom the right or privilege is conferred, including the issuance of a passport to
(i) a veteran, as defined in subsection 2(1) of the War Veterans Allowance Act, or the spouse or common-law partner of a veteran,
(ii) a member of the Royal Canadian Mounted Police or the spouse or common-law partner of a member, and
(iii) persons 65 years of age or more; or

PASSPORT SERVICES FEES REGULATIONS
2. Subsection 2(1) of the Passport Services Fees Regulations is replaced by the following:
2. (1) Subject to section 3, every person who requests that a passport service set out in column 1 of the schedule be performed shall pay
(a) if the person is less than 65 years of age, the fee set out in column 2; or
(b) if the person is 65 years of age or more, 50% of the fee set out in column 2.
3. The portion of section 3 of the Regulations before paragraph (b) is replaced by the following:
3. No fee is payable in respect of
(a) a passport service performed for
(i) a destitute person,
(ii) a child or mentally incompetent person living in an institution in another country,
(iii) a veteran, as defined in subsection 2(1) of the War Veterans Allowance Act, or the spouse or common-law partner of a veteran, or
(iv) a member of the Royal Canadian Mounted Police or the spouse or common-law partner of a member; or
