Summary
The purpose of this enactment is to provide that voting in an election in Saskatchewan is contemporaneous with voting in the neighbouring provinces of Manitoba and Alberta, whether or not daylight saving time is in effect. Unlike the rest of Canada, Saskatchewan does not use daylight saving time.
The Canada Elections Act makes polling hours more contemporaneous across Canada by providing for voting at different hours in different time zones. This partially harmonizes the release of election results in Atlantic and Central Canada with the release of election results in Western Canada.
In order for voting hours in Saskatchewan to be contemporaneous with those in Alberta, Manitoba, Ontario and Quebec, the hours must be 8:30 a.m. to 8:30 p.m. Saskatchewan time when daylight saving time is not in effect elsewhere, but 7:30 a.m. to 7:30 p.m. Saskatchewan time when daylight saving time is in effect elsewhere.

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:
1. Subsection 105(5) of the Canada Elections Act is amended
(a) by replacing paragraph (a) with the following:
(a) between 8:30 a.m. and 8:30 p.m. if the electoral district is in the Newfoundland, Atlantic or Central time zone, but is not in Saskatchewan;
(b) by adding the following after paragraph (b):
(b.1) between the times that are contemporaneous with the hours provided in paragraph (a) for the Central time zone other than Saskatchewan, if the electoral district is in Saskatchewan;

Explanatory Notes
Clause 1: Subsection 105(5) reads as follows:
105. (5) On polling day, each deputy returning officer shall, in the manner prescribed by this Act and within the following time periods, receive the votes of the electors qualified to vote at the polling station to which that officer has been assigned:
(a) between 8:30 a.m. and 8:30 p.m. if the electoral district is in the Newfoundland, Atlantic or Central time zone;
(b) between 9:30 a.m. and 9:30 p.m. if the electoral district is in the Eastern time zone;
(c) between 7:30 a.m. and 7:30 p.m. if the electoral district is in the Mountain time zone; or
(d) between 7:00 a.m. and 7:00 p.m. if the electoral district is in the Pacific time zone.
