The Joint Interparliamentary Council met in camera this day at 12:17 p.m., in room 9 of the Victoria Building, Mr. Bruce Stanton, MP, presiding.

Representing the Senate:  Hon. Donald Plett, Hon. Jim Munson for the Hon. Dennis Dawson and Hon. René Cormier for the Hon. Mark Gold.

Representing the House of Commons:  Hon. John McKay for the Hon. Mark Holland, Scott Simms, John Brassard, Hon. Wayne Easter, Linda Lapointe and Jenny Kwan, MPs.

In attendance:

From the International and Interparliamentary Affairs Directorate: Patrice Martin, Deputy Principal Clerk, Parliamentary Associations;

1. Approval of Minutes:

The minutes of the meeting of February 25, 2019 were adopted.


2. Financial Update for current fiscal year (2018-2019):

The Clerk provided an update of the financial status for fiscal year 2018-2019.


3. Associations’ budgets 2019-2020:

The Council studied the written requests from associations for budgets for fiscal year 2018-2019.

It was agreed that, the final budget allocation for fiscal year 2019-2020, be as follows:

4. Implementations of the recommendations of the Subcommittee on the Review of the Parliament’s Involvement with Associations and Recognised Interparliamentary Groups of the Joint Interparliamentary Council – Update:

It was agreed that, for every mission abroad or visit in Canada, the Code of Conduct for Parliamentarians Participating in Activities of Parliamentary Associations, adopted by the Council on October 31, 2018, be sent by separate email to every selected delegate.

It was agreed that, the JIC review on a priority basis the structure of associations in order to address current gaps in geographical representation among the existing associations and to ensure that current or new regional and multilateral associations receive sufficient funding to conduct bilateral activities in addition to fulfilling their obligations and participation to multilateral assemblies.


At 1:34 p.m. the Council adjourned to the call of the Co-Chairs.
