The Joint Interparliamentary Council met in camera this day at 4:01 p.m., in room 125-B of the West Block, Mr. Bruce Stanton, MP, presiding.

Representing the Senate: Hon. Dennis Dawson and Marc Gold, Senators.

Representing the House of Commons: Hon. David McGuinty for the Hon. Mark Holland, Scott Simms, John Brassard, Linda Lapointe, Irene Mathyssen for Rachel Blaney, MPs.

In attendance:

From the International and Interparliamentary Affairs Directorate:
Patrice Martin, Deputy Principal Clerk, Parliamentary Associations;

From the Senate:

From the House of Commons:

1. Approval of Minutes

The minutes of the meeting of December 5, 2018 were adopted.


2. Financial Update for current fiscal year (2018-2019)

The Clerk provided an update of the financial status for fiscal year 2018-2019.


3. Process for the 2019-2020 associations’ budget allocation

It was agreed – That the Co-Chairs write to Associations Chairs and Co-Chairs indicating that the Council will study written budget requests in April and that the requests should be submitted no later than March 29th and be made available to the Council on the Digital Binders site.

That, in advance of further consideration with regards to associations’ budgets for the 2019-2020 fiscal year, there be an allotment of $75,000 to each association, with the exception of Canada-France and Canada-UK that would each receive $50,000, in order to meet expenses related to activities coming up early in the new fiscal year.


4. Decisions made by the Co-Chairs on behalf of the JIC

The Co-Chair informed the Council that the JIC Co-Chairs had considered 11 requests from associations and their corresponding decisions.

The following associations requested and were granted the following sums which had been pre-approved by the Council as reserves:

Canadian Delegation to the Organization for Security and Co-operation in Europe Parliamentary Assembly (SECO)$20,000
Canadian Section of ParlAmericas (CPAM)$12,000
Canada-China Legislative Association (CACN)$20,000
Canada-Europe Parliamentary Association (CAEU)$29,000
Canadian Section of ParlAmericas (CPAM)$20,000
Canadian Branch of the Assemblée parlementaire de la Francophonie (CAPF)$16,000
Canadian Branch of the Commonwealth Parliamentary Association (CCOM)$18,000
Canadian Group of the Inter-Parliamentary Union (UIPU)$19,000

The following associations requested and were granted the following supplementary funds:

Canadian Delegation to the Organization for Security and Co-operation in Europe Parliamentary Assembly (SECO) $7,000
Canadian Branch of the Commonwealth Parliamentary Association (CCOM)$18,000

The following associations sought and were granted permission to allow additional staff to travel:

Canadian Delegation to the Organization for Security and Co-operation in Europe Parliamentary Assembly (SECO)That a second staff (analyst) accompany a delegation of four parliamentarians to Vienna
Canadian Group of the Inter-Parliamentary Union (UIPU)That a third staff (second analyst) accompany a delegation of parliamentarians to the 140th Assembly in Doha
Canada-Europe Parliamentary Association (CAEU)That a delegate be accompanied by an analyst to a meeting of the Standing Committee of Parliamentarians of the Arctic Region

5. Association Constitutions: Recognized parties and determination of opposition parties

It was agreed that, at the next meeting of the JIC, the Clerk provide an up-date on the implementation of the recommendations of the Subcommittee on the Review of Parliament’s Involvement with Associations and Recognized Interparliamentary Groups of the Joint Interparliamentary Council.


At 5:20 p.m. the Council adjourned to the call of the Co-Chairs.
