</Text><Paragraph><Label>(<Ins>a</Ins>)</Label><Text>a Canadian citizen;
</Text></Paragraph><Paragraph><Label>(<Ins>b</Ins>)</Label><Text>a <DefinitionRef>permanent resident</DefinitionRef> within the meaning of subsection 2(1) of the <XRefExternal reference-type="act">Immigration and Refugee Protection Act</XRefExternal>;</Text></Paragraph><Paragraph change="ins"><Label>(c)</Label><Text>a <DefinitionRef>foreign national</DefinitionRef> within the meaning of subsection 2(1) of the <XRefExternal reference-type="act">Immigration and Refugee Protection Act</XRefExternal> who holds a diploma issued by a prescribed Canadian maritime institution and for whom a permanent residence application under that Act is being processed.
