" Bill-Origin="commons"><Bill_Part Part_Type="MainText" CountLines="Yes" RunningHead_E="National Strategy for Sickle Cell Disease and Thalassemic Disorders"><Block Align="Yes"><Para Style="MainText_DocNo">411110</Para></Block><Block LineCnt="N" Align="Yes"><Para Style="Session_Reign">1st Session, 41st Parliament,</Para></Block><Block LineCnt="N" Align="Yes"><Para Style="Session_Reign">60 Elizabeth II, 2011</Para></Block><Block LineCnt="N" Align="Yes"><Para Style="MainBillOrigin">house of commons of canada</Para></Block><Block LineCnt="N" Align="Yes"><Para Bold="Yes" Style="MAIN@BillNo_Title">BILL C-221</Para></Block><Block LineCnt="N" Align="Yes"><Para Style="MAIN@ti;04">An Act respecting a Comprehensive National Strategy for Sickle Cell Disease and Thalassemic Disorders</Para></Block><Block LineCnt="Y" Align="Yes"><MarginalNote>Preamble<br/></MarginalNote><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2" Hyphenate="ON" TextAlign="Justify">Whereas sickle cell disease is characterized by a mutation in the shape of the red blood cell from a smooth, circular shape to a crescent shape, which can result in the blockage of small blood vessels and the impairment of blood flow, thus leading to a reduction in red blood cell survival and subsequent anemia;</Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2" Hyphenate="ON" TextAlign="Justify">Whereas the poor blood oxygen levels and blood vessel blockages that result from sickle cell disease can lead to severe chronic pain, serious bacterial infections and tissue death;</Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2" Hyphenate="ON" TextAlign="Justify">Whereas the life span of persons with severe sickle cell disease can be reduced by as much as 30 years;</Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2" Hyphenate="ON" TextAlign="Justify">Whereas approximately 5% of the world’s population carries the trait gene for sickle cell disease, with the percentage of carriers of the gene being as high as 25% in some regions;</Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2" Hyphenate="ON" TextAlign="Justify">Whereas sickle cell disease is particularly common among people whose ancestors come from sub-Saharan Africa, India, Saudi Arabia and Mediterranean countries;  </Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2" Hyphenate="ON" TextAlign="Justify">Whereas thalassemic disorders are also inherited and result in the afflicted not being able to make enough hemoglobin, which is found in red blood cells and carries oxygen to all parts of the body;</Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2" Hyphenate="ON" TextAlign="Justify">Whereas a lack of hemoglobin in red blood cells prevents  oxygen from getting to all parts of the body, which results in organs becoming starved for oxygen and unable to function properly;</Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2" Hyphenate="ON" TextAlign="Justify">Whereas thalassemic disorders are most commonly found in Asia, the Mediterranean basin and the Middle East;</Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2" Hyphenate="ON" TextAlign="Justify">Whereas the management of sickle cell disease and thalassemic disorders is inadequate in Canada;</Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2" Hyphenate="ON" TextAlign="Justify">And whereas the Parliament of Canada believes that the prospects and life circumstances of patients suffering from sickle cell disease and thalassemic disorders must be improved through the development of a comprehensive national strategy for patient care;</Para></Block><Block LineCnt="Y" Align="Yes"><Para TopMargin="5" LeftMargin="0" FirstLineIndent="0" Hyphenate="ON" TextAlign="Justify">Now, therefore, Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:</Para></Block><Block LineCnt="N" Align="Yes" KeepWith="Next"><!--Heading:SHORT TITLE--><Para TopMargin="10" Hyphenate="OFF" TextAlign="Center">SHORT TITLE</Para></Block><Block LineCnt="Y" Align="Yes"><MarginalNote>Short title<br/></MarginalNote><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2"><B>1.</B> This Act may be cited as the <I>National Strategy for Sickle Cell Disease and Thalassemic Disorders Act</I>.</Para></Block><Block LineCnt="N" Align="Yes" KeepWith="Next"><!--Heading:FEDERAL-PROVINCIAL DISCUSSIONS--><Para TopMargin="10" Hyphenate="OFF" TextAlign="Center">FEDERAL-PROVINCIAL DISCUSSIONS</Para></Block><Block LineCnt="Y" Align="Yes"><MarginalNote>Federal-provincial discussions<br/></MarginalNote><Para TopMargin="5" LeftMargin="0" FirstLineIndent="2"><B>2.</B> Within 30 days after this Act comes into force, the Minister of Health must initiate discussions with the provincial and territorial ministers responsible for health for the purpose of </Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="2" FirstLineIndent="0">(<I>a</I>) developing a comprehensive national strategy for the health care of persons afflicted with sickle cell disease and thalassemic disorders, including medical services and lifelong emotional and social support;  </Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="2" FirstLineIndent="0">(<I>b</I>) developing national standards on universal screening to identify infants with sickle cell disease, other hemoglobinopathies and hemoglobinopathy carriers; </Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="2" FirstLineIndent="0">(<I>c</I>) developing centres of excellence for both pediatric care and adult care; </Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="2" FirstLineIndent="0">(<I>d</I>) assessing best practices for providing the support structure that is necessary for patients to succeed at school and in the workplace and for minimizing the impacts on their families, such as underemployment and unemployment; </Para></Block><Block LineCnt="Y" Align="No"><Para TopMargin="5" LeftMargin="2" FirstLineIndent="0">(<I>e</I>) developing information regarding sickle cell disease and thalassemic disorders to be available for medical education in order to prepare physicians, nurses and other health care providers to meet the needs of Canada's diverse populations;
