His Excellency the Governor General recommends to the House of
Commons the appropriation of public revenue under the circumstances,
in the manner and for the purposes set out in a measure entitled ``An Act
to establish the Saguenay-St. Lawrence Marine Park and to make a
consequential amendment to another Act''.

|
|
|
|
|
This enactment creates the Saguenay-St. Lawrence Marine Park and
sets out the role of the Government of Canada with respect to managing
the park in conjunction with the Government of Quebec. This
enactment implements the 1990 federal-provincial agreement respect
ing the park and deals with the water column within the park
boundaries. The Province of Quebec has undertaken to enact legislation
respecting the seabed and the sub-soil resources. The main points in this
enactment are

(a) provisions dealing with joint management of the park, including
the creation of committees for that purpose;
|
|
|
|
(b) the drawing up and tabling in Parliament of management plans;
|
|
|
|
(c) the procedure to be used for changing park boundaries;
|
|
|
|
(d) the protection of ecosystems and the safety of park visitors; and
|
|
|
|
|
|
|
|
|
|
|
