Legislative summary

The Library of Parliament does not prepare Legislative Summaries for bills that implement treaties, conventions, agreements or administrative arrangements bills. The following is a short summary:

On 4 June 2015, the Minister of Aboriginal Affairs and Northern Development introduced Bill C-63, An Act to give effect to the Déline Final Self-Government Agreement and to make consequential and related amendments to other Acts (Déline Final Self-Government Agreement Act), in the House of Commons and it was given first reading.

The Déline Final Self-Government Agreement (FSGA) builds upon the Sahtu Dene and Metis Comprehensive Land Claim Agreement where it was agreed that self-government negotiations would address the desire of the Sahtu Dene and Metis to have self-government exercised as close to the community level as possible.

In1996, Déline became the first Sahtu community to begin self-government negotiations. The groups (the Parties) who have negotiated the Déline FSGA are the Déline First Nation, the Déline Land Corporation, the Government of the Northwest Territories (GNWT) and the Government of Canada (Canada).

The Parties signed a Process and Schedule Agreement (PSA) in 1998. The PSA set out the approach and process for self-government negotiations. It also identified what was being negotiated and established an agenda and timetable.

Bill C-63 gives effect to the Déline Final Self-Government Agreement among the Sahtu Dene and Metis of Déline, as represented by the Déline First Nation Band and the Déline Land Corporation, the Government of Canada and the Government of the Northwest Territories. It also makes consequential and related amendments to other Acts.
