The Joint Interparliamentary Council met in camera this day at 12:21 p.m., in room 705 of the Victoria Building, Mr. Bruce Stanton, MP, presiding.

Representing the Senate: Hon. Donald Plett, Hon. Dennis Dawson and Hon. Mark Gold.

Representing the House of Commons: Terry Sheehan for the Hon. Mark Holland, Scott Simms, John Brassard, Linda Lapointe and Jenny Kwan, MPs.

In attendance:

From the International and Interparliamentary Affairs Directorate: Patrice Martin, Deputy Principal Clerk, Parliamentary Associations; Mariane Beaudin, Deputy Principal Clerk, Parliamentary Associations, Conferences and Logistics

From the Senate: Guylaine Quevillon, Financial Advisor, Finance and Procurement Directorate.

From the Library of Parliament: Marcus Pistor, Senior Director, Economics, Resources and International Affairs Division. Laura Barnett, Chief, Human Rights, Immigration and Citizenship


1. Approval of Minutes:

The minutes of the meeting of April 10, 2019 were adopted.


2. Annual report on Parliamentary Associations’ Activities and Expenditures 2018-2019:

It was agreed that the report be adopted; that the Clerk be authorized to make any editorial, grammatical and translation changes, if required; and that the report be presented to the Senate Standing Committee on Internal Economy, Budgets and Administration and the House of Commons Board of Internal Economy at the earliest opportunity.


3. Proactive Disclosure – consultations:

The Clerk provided an update on the work being done to enhance financial reporting of association and conference expenditures in anticipation of proactive disclosure legislation.


4. Additional requests for funds from associations:

It was agreed that the Canada-China Legislative Association’s budget be increased by $25,000 for the current fiscal year.


At 1:29 p.m. the Council adjourned to the call of the Co-Chairs.
