The Joint Interparliamentary Council met this day, at 4:03 p.m., in room 356-S of the Centre Block, Mr. Bruce Stanton, M.P., presiding.

Representing the Senate: Hon. Michael L. MacDonald and Hon. Donald Plett, Senators.

Representing the House of Commons: Rachel Blaney, John Brassard, Robert Oliphant for the Hon. Pablo Rodriguez, Terry Sheehan for the Hon. Wayne Easter, Scott Simms, Bruce Stanton and Filomena Tassi, MPs.

In attendance:

From the International and Interparliamentary Affairs Directorate: Gérald Lafrenière, Principal Clerk, Parliamentary Exchanges and Protocol; Danielle Labonté, Deputy Principal Clerk, Parliamentary Associations; Gilles Larocque, Manager, Resource Planning and Administration.

From the Senate: Guylaine Quevillon, Financial Advisor, Finance and Procurement Directorate.

From the House of Commons: Lise Gallant, Financial Advisor, Policy and Financial Planning; Stefany Rockburn, Senior Financial Advisor, Policy and Financial Planning.

From the Library of Parliament: Laura Barnett, Chief, Human Rights, Immigration and Citizenship Section; Marcus Pistor, Senior Director, Economics, Resources and International Affairs Division.

1.   Approval of the Minutes of the Meeting of February 7, 2018

By unanimous consent, the minutes of the meeting of February 7, 2018 were adopted.

2.   Financial Update 2017-2018

The Clerk provided an update of the financial status for fiscal year 2017-2018.

3.   Associations Budget 2018-2019

The Council studied the written requests from associations for budgets for fiscal year 2018-2019.

After debate, it was agreed that, the final budget allocation for fiscal year 2018-2019, with the reserved amounts for associations, be as follows:

It was also agreed that, the Council review the financial status of all associations at the end of this calendar year at which time it will consider requests for the use of the reserved amounts.

4.   Governance for Security Related Matters

The Clerk provided a summary of two recent instances where questions regarding security were raised during the preparations leading to association activities.  After debate, it was agreed that the Clerk prepare a governance model, to present to the JIC for approval, to be followed when decisions are required regarding security-related questions that arise for association activities.

5.   Other Business

Mr. Simms asked that the JIC discuss the participation of accompanying persons to associations activities at a future meeting.

At 5:17 p.m., the Council adjourned to the call of the Co-Chairs.
