2 En consultation avec des représentants de gouvernements provinciaux et d’administrations municipales, des groupes autochtones, des scientifiques et des chercheurs dans le domaine de l’eau douce et du climat ainsi que des représentants d’organisations de la société civile, y compris de groupes environnementaux, le ministre de l’Environnement élabore une stratégie nationale pour la conservation, la protection et l’utilisation de l’eau douce, notamment en ce qui concerne :

  • a) les normes nationales sur l’eau potable et leur mise en œuvre;

  • b) la prise en considération des questions relatives à l’eau douce dans les accords internationaux;

  • c) l’évaluation de l’infrastructure d’approvisionnement en eau et de traitement des eaux usées au Canada dans le contexte des changements climatiques;

  • d) la réduction de l’eutrophisation des lacs d’eau douce du Canada;

  • e) la protection de la biodiversité des eaux douces et de leurs écosystèmes;

  • f) la définition et la correction des lacunes dans les connaissances liées aux eaux souterraines.

2 The Minister of the Environment must, in consultation with representatives of provincial and municipal governments, Indigenous groups, freshwater and climate scientists and researchers, and representatives of civil society organizations, including environmental groups, develop a national strategy for the conservation, protection and use of fresh water, including in relation to

  • (a) drinking water standards and their implementation;

  • (b) the consideration of freshwater issues in inter­national agreements;

  • (c) the evaluation of water and wastewater infrastructure in Canada in light of climate change;

  • (d) the reduction of eutrophication in Canada’s freshwater lakes;

  • (e) the protection of freshwater biodiversity and ecosystems; and

  • (f) the identification and resolution of knowledge gaps in relation to groundwater.

3 Dans le but d’élaborer la stratégie, le ministre de l’Environnement tient au moins une conférence avec les personnes et les groupes visés à l’article 2.

3 For the purpose of developing the strategy, the Minister of the Environment must hold at least one conference with the persons and groups referred to in section 2.

4 (1) Dans les deux ans suivant la date de sanction de la présente loi, le ministre de l’Environnement établit un rapport énonçant la stratégie nationale et le fait déposer devant chaque chambre du Parlement dans les quinze premiers jours de séance de celle-ci suivant son achèvement.

4 (1) Within two years after the day on which this Act receives royal assent, the Minister of the Environment must prepare a report setting out the national strategy and cause it to be tabled in each House of Parliament on any of the first 15 days on which that House is sitting after it is completed.

(2) Le ministre publie le rapport sur le site Web du ministère de l’Environnement dans les dix jours suivant la date de son dépôt devant les deux chambres du Parlement.

(2) The Minister must post the report on the website of the Department of the Environment within 10 days after it is tabled in both Houses of Parliament.

5 (1) Dans les cinq ans suivant le dépôt du rapport prévu à l’article 4, le comité du Sénat, de la Chambre des communes ou mixte désigné ou constitué à cette fin par le Sénat, la Chambre des communes ou les deux chambres, selon le cas, procède à un examen approfondi de la stratégie.

5 (1) Within five years after the tabling of the report referred to in section 4, a comprehensive review of the strategy must be undertaken by any committee of the Senate, of the House of Commons or of both Houses of Parliament that may be designated or established for that purpose by the Senate, the House of Commons or both Houses of Parliament, as the case may be.

(2) Dans l’année qui suit le début de son examen au titre du paragraphe (1) ou dans le délai supérieur accordé par le Sénat, la Chambre des communes ou les deux chambres, selon le cas, le comité remet son rapport d’examen au Parlement accompagné des modifications qu’il recommande.

(2) The committee must, within a year after a review is undertaken under subsection (1) or within any further time authorized by the Senate, the House of Commons or both Houses of Parliament, as the case may be, submit a report on the review to Parliament, including a statement of any changes that the committee recommends.
