RECOMMANDATION

Son Excellence la gouverneure générale recommande à la Chambre des communes l’affectation de deniers publics dans les circonstances, de la manière et aux fins prévues dans une mesure intitulée « Loi modifiant la Loi sur les lieux et monuments historiques (composition de la Commission) ».

RECOMMENDATION

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Historic Sites and Monuments Act (composition of the Board)”.

SOMMAIRE

Le texte modifie la Loi sur les lieux et monuments historiques afin que soit augmenté le nombre de membres composant la Commission des lieux et monuments historiques du Canada et qu’y soient représentés les Premières Nations, les Inuits et les Métis. Il modifie également la rémunération et les indemnités des commissaires.

SUMMARY

This enactment amends the Historic Sites and Monuments Act to increase the number of members of the Historic Sites and Monuments Board of Canada and to provide for First Nations, Inuit and Métis representation on the Board. It also modifies the entitlements of Board members.

Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

1 (1) Le passage du paragraphe 4(1) de la Loi sur les lieux et monuments historiques précédant l’alinéa a) est remplacé par ce qui suit :

1 (1) The portion of subsection 4(1) of the Historic Sites and Monuments Act before paragraph (a) is replaced by the following:

4 (1) Est constituée la Commission des lieux et monuments historiques du Canada, composée d’au plus dix-neuf membres ou commissaires, à savoir :

4 (1) There is established a Board, to be called the Historic Sites and Monuments Board of Canada, consisting of up to 19 members as follows:

(2) Subsection 4(1) of the Act is amended by striking out “and” at the end of paragraph (c) and by replacing paragraph (d) with the following:

d) des représentants nommés par le gouverneur en conseil, qui peuvent aussi être des personnes visées aux alinéas a) à c) ou nommées en vertu de l’alinéa e), à raison de un pour chaque province ou territoire;

(i) les Premières Nations,

(ii) les Inuits,

(iii) les Métis.

(e) one representative — who may be a person referred to in any of paragraphs (a) to (c) or a person appointed under paragraph (d) — for each of the following, to be appointed by the Governor in Council:

(i) First Nations,

(ii) the Inuit, and

(iii) the Métis.

Designation of Chair

5 (1) The Governor in Council shall designate one of the members of the Board to be its Chair.

Meetings

(2) The Board shall meet at least once in every calendar year at the call of the Chair, but the time and place of each meeting is subject to the approval of the Minister.

(2) Members of the Board are to be paid, in accordance with Treasury Board directives, travel and living expenses incurred in connection with the business of the Board while absent from their ordinary place of residence.

(3) Le président de la Commission et les commissaires nommés par le gouverneur en conseil sont remboursés de toute dépense, fixée par le gouverneur en conseil, engagée pour du soutien administratif relativement aux activités de la Commission.

(3) The Chair of the Board and each member of the Board appointed by the Governor in Council are to be paid expenses fixed by the Governor in Council that are incurred for administrative assistance in connection with the business of the Board.
