SOMMAIRE

Le texte prévoit l’élaboration et la mise en œuvre d’un cadre visant à promouvoir le développement des coopératives au Canada et modifie la Loi sur le ministère de l’Industrie et d’autres lois afin de préciser que les ministres et organismes fédéraux doivent, aux fins de leur mandat, développer et promouvoir le modèle coopératif au Canada.

SUMMARY

The purpose of this enactment is to provide for the establishment and implementation of a framework to promote the development of co-operatives in Canada and to amend the Department of Industry Act and other acts to specify that, within their mandates, federal ministers and agencies are to develop and promote the co-operative model in Canada.

2 (1) Le ministre de l’Industrie, en collaboration avec les autres ministres fédéraux et les premiers dirigeants d’organismes fédéraux concernés ainsi que des représentants des provinces, des territoires et du secteur coopératif, élabore et met en œuvre un cadre sur les coopératives qui vise notamment :

  • a) à définir le modèle coopératif et à en énoncer les principes applicables au Canada;

  • b) à créer un plan pour promouvoir et appuyer le modèle coopératif comme moteur de développement économique;

  • c) à élaborer des programmes d’information publique afin de faire mieux connaître le modèle coopératif et les initiatives qui sont menées dans le secteur coopératif au Canada;

  • d) à élaborer des politiques et des programmes afin de faciliter l’accès du secteur coopératif aux réseaux et programmes pangouvernementaux.

2 (1) The Minister of Industry must, in collaboration with the other federal ministers and heads of federal agencies concerned and with representatives of the provincial and territorial governments and the co-operative sector, establish and implement a framework on co-operatives that, among other things,

  • (a) establishes the definition and principles applicable to the co-operative model in Canada;

  • (b) creates a plan to promote and support the co-operative model as a lever for economic development;

  • (c) develops information programs to foster public understanding of the co-operative model and awareness of co-operative initiatives carried out in Canada; and

  • (d) develops policies and programs to foster access to cross-government networks and programs for the co-operative sector.

(2) Dans les six mois suivant la date d’entrée en vigueur de la présente loi, le ministre de l’Industrie, en collaboration avec les autres ministres fédéraux et les premiers dirigeants d’organismes fédéraux concernés, tient des consultations avec des représentants des provinces, des territoires et du secteur coopératif sur l’élaboration du cadre.

(2) The Minister of Industry must, in collaboration with the other federal ministers and heads of federal agencies concerned and within six months after the day on which this Act comes into force, hold consultations with representatives of the provincial and territorial governments and the co-operative sector on the establishment of the framework.

3 (1) Dans l’année suivant la date d’entrée en vigueur de la présente loi, le ministre de l’Industrie fait déposer devant chaque chambre du Parlement un rapport qui comporte les conclusions des consultations visées au paragraphe 2(2).

3 (1) The Minister of Industry must cause a report setting out the conclusions of the consultations referred to in subsection 2(2) to be laid before each House of Parliament within one year after the day on which this Act comes into force.

(2) The Minister of Industry must post the report on the departmental Web site within 30 days after the day on which it is tabled in Parliament.

4 (1) Dans les quatre ans suivant le dépôt du rapport visé à l’article 3 et tous les cinq ans par la suite, le ministre de l’Industrie établit un rapport qui comporte ses éventuelles recommandations sur le cadre relatif aux coopératives ainsi que les mesures que le gouvernement fédéral a prises à l’appui de celui-ci, et il le fait déposer devant chaque chambre du Parlement dans les quinze premiers jours de séance de celle-ci suivant son achèvement.

4 (1) Within four years of the tabling of the report referred to in section 3, and every five years after that, the Minister of Industry must prepare a report setting out his or her recommendations regarding the framework on co-operatives as well as the actions taken by the federal government to support the framework, and cause the report to be laid before each House of Parliament on any of the first 15 days on which that House is sitting after it is completed.
