SOMMAIRE
Le texte modifie la Loi sur l’accès à l’information afin d’obliger chaque institution fédérale à afficher ou à rendre accessible sur son site Web tous les documents comportant des éléments de recherche scientifique dans les meilleurs délais après la conclusion de la recherche.
SUMMARY
This enactment amends the Access to Information Act to require each government institution to post on its website, or make accessible through it, all records composed in whole or in part of scientific research as soon as practicable following the conclusion of the research.

Préambule
Attendu :
que c’est en partie sur la libre quête du savoir scientifique que reposent la démocratie saine et la prospérité de la société du 21e siècle;
que la diffusion de la recherche scientifique — un bien collectif fondamental — est indispensable à l’éducation du grand public et à l’avancement du savoir;
qu’il n’existe aucun motif légitime justifiant que la recherche effectuée par les scientifiques du gouvernement du Canada ne soit pas communiquée à la population;
qu’il ne devrait pas être permis au gouvernement du jour de dicter, en fonction de considérations politiques partisanes, quels travaux scientifiques financés par les fonds publics doivent appartenir au domaine public et lesquels doivent être soustraits à la communication;
que le meilleur moyen d’assurer la communication proactive, transparente et régulière des résultats de recherche des scientifiques du gouvernement du Canada consiste à en faire une obligation juridique,
Preamble
Whereas the free pursuit of scientific knowledge is a central pillar of a healthy democracy and a prosperous 21st-century society;
Whereas the dissemination of scientific research — a fundamental public good — is critical both for popular education and the furthering of knowledge;
Whereas there is no legitimate reason that research conducted by scientists of the Government of Canada should be withheld from the Canadian public;
Whereas the government of the day should not be allowed to dictate, based on partisan political considerations, which publicly funded science belongs in the public domain and which should be withheld;
And whereas the proactive, transparent and timely disclosure of research findings produced by Government of Canada scientists is best ensured through the enactment of a legal obligation;

5.1 Sous réserve des autres dispositions de la présente loi, chaque institution fédérale affiche ou rend accessible sur son site Web tous les documents qui comportent des éléments de recherche scientifique, notamment tout article, toute analyse ou tout rapport préparé par l’institution fédérale ou en collaboration avec celle-ci, dans les meilleurs délais après la conclusion de la recherche.
End of inserted block5.1 Subject to this Act, each government institution shall cause all records composed in whole or in part of scientific research, including any paper, report or analysis prepared by, or in collaboration with, the government institution, to be posted on its website, or made accessible through it, as soon as practicable following the conclusion of the research.
