MINUTES OF PROCEEDINGS

Meeting No. 2 Monday, June 11, 2001 The Sub-Committee on Agenda and Procedure of the Standing Joint Committee on Official Languages met in camera at 3:20 p.m. this day, in Room 306, West Block, the Co-Chairs, the Hon. Shirley Maheu and Mauril Bélanger presiding. Members of the Sub-Committee present: From the Senate: The Hon. Shirley Maheu. From the House of Commons: Mauril Bélanger. Acting Member present: Réal Ménard for Benoît Sauvageau. In attendance:

From the Senate: Tonu Onu, Co-Clerk of the Committee. From the House of Commons: Jean-François Pagé, Co-Clerk of the Committee. From the Library of Parliament: Robert Asselin and Françoise Coulombe, Research Officers.

The Sub-Committee met to discuss the Committee’s future business. It was agreed that the following appear before the Committee: The Hon. Stéphane Dion, President of the Queen’s Privy Council and Minister of Intergovernmental Affairs, in order to discuss government directions regarding linguistic duality. Alliance Québec and ACFO, in order to discuss the condition of minority communities.  The CRTC in order to discuss regulation in small french minority communities.  The Justice Minister, the Hon. Anne McClelland, in order to discuss implementation of the Beaulac and Blais decisions and implementation of Section 41 of the Official Languages Act.  It was agreed, to pursue consideration of Air Canada record by requesting to appear before the Committee the Air Canada Chairman, Robert Milton, the Minister of Transport, the hon. David Collenette, the President of the Treasury Board, the Hon. Lucienne Robillard, the Official Language Commissioner, Mrs Dyane Adam, and NAVCAN.  It was agreed, to commence a study of Part VII of the Official Languages Act.  It was agreed to travel across Canada to visit linguistic minority communities and seek their priorities.
